So definitely looking like a Windows computer problem. When I did that, I was able to achieve speeds of almost 40mbps via wifi. So I decided to run the computer in safe mode with networking. What I did was replace the wireless card in that desktop then I moved the desktop into the same room as my router to rule out interference from power sources or devices, nada. I have not been able to test another machine since I can't access another computer at the moment and I don't have access to another VDSL modem. I did some more testing and I have come to the conclusion that is has to be the computer itself. Hey guys, sorry for the late reply had a busy weekend. Thats just simply crazy!! I can't comprehend this.

Or can it be the actual motherboard on the computer? This is insane how your getting full speed and I'm not. Is there a step by step guide through all the pages to make sure I have the smartRG configured right? Maybe some of the settings in there are wrong. I thought just replacing the pci-e card would solve this problem. This is not good and its depressing and its hit me really hard. The actual speeds on the wifi cards connected were fluctuating and not being stable (will be able to post screens tmrw) anywhere from 433mbps to 160mbps. but I was getting flucuating speeds between ~25~30mbps max. Didn't get to do much testing, will get to do a lot more tomorrow.
I slapped it into the hardware I mentioned today.
Gigabyte GC-WB867D-I 802.11ac + Bluetooth 4.0 aio pci-e card I'm not sure if you read on page one but I just replaced the ASUS pci-e n13 with this wireless card. then I have a bigger issue at stake here looks like it. so now I am totally feeling like crap then.
